KOA Adds Rathburn, Cross to Executive Management Team

BILLINGS, Mont. – In separate announcements, Kampgrounds of America Inc. (KOA) has hired Eric Rathburn as vice president of real estate development of the Owned and Operated Assets of KOA (OAK) and Emily Cross as in-house legal counsel as the company’s attorney.

In his new role, Rathburn will lead the overall ground-up development and redevelopment strategy for the owned campground portfolio of Kampgrounds of America, Inc.
Rathburn will lead a team of real estate development project managers to ensure growth and success. His responsibilities include guiding property/land acquisition, entitlements, land planning, architectural and design decisions, construction, property redevelopment and all other aspects of development.

Rathburn brings 20 years of experience in corporate real estate, construction and engineering to the OAK team. In previous roles at Duke Energy, he developed and executed large multi-year capital budgets and managed a team of real estate project managers responsible for the construction, renovation and redevelopment of company real estate assets.
A fourth-generation native of Tampa, Fla., Rathburn holds a degree in management and organizational leadership from St. Petersburg College. He also earned a commercial real estate certificate from Cornell University.

In a new role for Kampgrounds of America, Inc., as general counsel, Cross will ensure that the company maintains legal compliance and manages risk and safety in its operations as a corporation and its owned campground properties.
Cross’s work will encompass several legal duties, including working with contracts, governance and intellectual property. She will also be the primary contact point for external attorneys and law firms.
“With our continued and projected growth, Emily’s expertise will be critical,” said Chris Scheer, chief financial officer of Kampgrounds of America, Inc. “She brings a wealth of knowledge in a commercial capacity that will help move our company forward in a responsible and ethical way.”
Cross brings extensive experience practicing commercial litigation to KOA, working in the discipline in both Los Angeles and Montana. She also worked as a clerk in the Ninth Circuit Court of Appeals.
A native of Glendive, Mont., Cross earned her Juris Doctor at the University of California, Irvine School of Law. Prior to this, she attended the University of Montana, where she earned a bachelor’s of philosophy and minors in music and economics.
