GOSHEN — In what could be a small preview of roadwork to come, College Avenue will be closed on either side of the Horn Ditch bridge from April to July, according to reporting by Jordan Fouts in the Elkhart Truth.

East College Avenue (C.R. 36) is home to several RV and RV-related manufacturing facilities, including the new 315-acre Brinkley RV campus.

The Goshen Board of Works on Monday approved the closure, which will take place from April 10 to July 14. The road is expected to reopen in time for the Elkhart County Fair later in July but will be restricted again afterward, Public Works Director Dustin Sailor said.

“There’s a lot of money being invested in that area of town right now,” he said Tuesday.

The closure will allow for utility and lift station relocation to be finished ahead of a full replacement of the bridge by Elkhart County. The county has been looking at replacing the bridge, which is No. 410 in its inventory, for several years but had to postpone its plans.

The city and county signed an agreement in 2019 covering their own parts of the project.

Highway engineer Charlie McKenzie said they’ll coordinate the bridge replacement with Goshen after the utilities are out of the way.

“We’re currently working with the city to get that scheduled and coordinated with their ongoing College Avenue project. It was delayed because there were city utilities that were in conflict with the proposed bridge that had to be relocated,” he said Tuesday. “Once they are done, we want to work with the city to coordinate that bridge replacement with the rest of College Avenue.”

The city’s project this spring involves moving water and sewer lines away from the road and replacing the Starcraft lift station with another one farther from College Avenue. The city has 38 lift stations, which take sewage from residents and pump it to the wastewater treatment plant.

McKenzie said work on College Avenue east of the bridge will resume after the fair ends. The road is being rebuilt to support the industrial development surrounding the new Brinkley RV plant.
