BURLINGTON, Ont. – After several months of lobbying with Transport Canada for an exemption of a ELD Device for the Drive-Away/Tow-Away Industry, Canadian RV Association (CRVA)  received an email from Transport Canada Dec. 22 with some disappointment, according to a news release from the CRVA.

“CRVA has been advised that while the ‘Drive-Away’ sector will be granted an exemption in Canada, there are more discussions necessary with our industry for the ‘Tow-Away’ segment. In what we consider to be somewhat good news, the announcement means that ‘motorized units’ transported to Canadian RV Dealerships are covered under the ‘Drive-Away’ exemption and thus do not require a ELD Device,” the release stated.

An excerpt of the email from the desk of the Executive Director – Road Safety and Vehicle Regulations in his correspondence to CRVA: “With respect to Towaway, there were a number issues raised during the consultation process, that precludes the granting of an exemption for Towaway at this time. Given these comments, TC will organize further discussions with Provinces & Territories and industry in the new year to try to find a path forward.”

“We expressed our disappointment to TC on the late notice and the decision with the mandate set to be implemented January 1st, 2023. We have been assured that TC will resume discussions as soon as possible in the New Year. While we are aware that some RV Delivery companies have purchased ELD devices, there remains reluctance by others, including individual drivers. A possible temporary solution would be to have Tow-Away Commercial vehicles utilize the Motive-Driver logging APP – https://gomotive.com/.

“While it is not a true ELD device that is attached to the vehicle, it at least tracks the driver’s Hours of Service digitally . We also recommend that each driver carry the email received from the Director in their vehicle in the event that they are stopped. We will work to start discussions again as soon as possible in 2023 with Transport Canada officials in hope that we can resolve the outstanding issues as soon as possible,” according to the release.

Questions may be direrted to the CRVA office.
